As a County wide outreach agency for the New Jersey Department of Community Affairs (DCA) we can help you apply for this Financial Assistance Program.  The application is free and process takes less than 30 minutes.  

What is LIHEAP?


LIHEAP or HEA is a federally funded program from the U.S. Department of Health and Human Services that helps low-income households pay for heating costs including:

  • Electric 

  • Natural gas

  • Oil

  • Other deliverable fuels


Even if your heat is included in your rent, you may qualify. LIHEAP grants are also available for medically necessary cooling costs.


Applications are accepted from October 1 through June 30 each year.

What is USF?

USF is a program that helps low-income households pay for their electric and natural gas costs. To be eligible for USF, your household must:

  • Be income eligible (see attachment) and

  • spend more than three percent of household income on gas and/ or electricity (or spend more than six percent of household income on electric heating).


Apply any time of the year.

How do I know I qualify & What are the Next Steps?

A representative will walk you through the screening process which takes about 3-5 minutes to complete, and you will need to provide income information


If eligible, the representative will complete the application with you, collect & upload the required documentation per State & Federal guidelines, and we will process the application all online on your behalf.  An application cannot be processed (submitted) without all the required documentation.


The Foundation does NOT make eligibility determinations for the program.

Who is this program intended for?

What are the documentation requirements to apply for the program?

  • Each applicant's case is different.  Review the required document here.

  • If a representative is not with you during the application process, you can easily send the documents (I.e., Copy of Social Security Card, Utility Bill (PSEG or JCPL, etc.), income proof) to liheap@hclatinofoundation.org

  • Be sure to add in the subject line your first and last name.  Once received a member of our staff will contact you via email or phone within 24 business hours.

I applied with through the Foundation, how long does it take for me to hear back?

  • Due to the high number of applications received by the State of New Jersey, waiting times are usually 30-60 days.

My application was returned or is incomplete, who can I contact?

My application was approved, what happens next?

  • Generally, applicants receive a credit to their utility account (i.e., PSEG monthly credit is automatically applied).

  • For the LIHEAP portion, which is funded by the federal government, it is a one time payment for Heating, Cooling and emergency, if they require emergency later on.

  • For the USF portion, funded by the NJ Board of Public Utilities (BPU) it is a monthly credit to their gas and/or electric account (depending on which the qualify for based on usage and income).

Documentation Requirements

  • The list of documents required can be found here.

  • Common documents include (but not limited to) are:

    • Proof of Identification: Social Security cards for all members in the household and: Birth certificates for infants under the age of 12 months.

    • Proof of Income: All earned income information for everyone 18 years and older who resides in the household.

    • If you own your home, proof of ownership i.e., copy of mortgage, tax bill, or deed.

    • If you rent, copy of current lease agreement.

    • Current energy bills (as applicable, Electric & Gas)

    • Proof of U.S. Citizenship or Legal Residency Status (Social Security card, USCIS Temporary Work Permit, Medicare/Medicaid card, etc)

    • Public Housing/Rental Assistance: Your Housing Authority proof of residence letter or lease agreement.

    • Cooling applicants only: Submit doctor’s note stating the need for cooling, plus all other documentation above, if applicable.
